Parliament Monsoon Session Updates: Delhi Services Bill
The Government of National Capital Territory of Delhi (Amendment) Bill, 2023, which would alter the Delhi services ordinance, which provides the Central government jurisdiction over the bureaucratic affairs of the national capital, is expected to be introduced this week, which will likely increase the turbulence in Parliament.
A unified opposition to the BJP-led NDA has gathered around the Government of National Capital Territory of Delhi (Amendment) Bill.
Arvind Kejriwal, the chief minister of Delhi and a member of the opposition INDIA coalition, has responded angrily to the ordinance. Along with other opposition parties, the Congress has spoken out against the ordinance.
Even though a notice to move a no-confidence motion is still before the House, the government has also submitted 13 draft laws for discussion and approval in the Lok Sabha.
Before being introduced in Parliament this week, the draft bill to replace the ordinance that required the establishment of a body to oversee senior officials’ transfers and postings in the Delhi government is ready and has been distributed to MPs.
A week after the Supreme Court granted control of all services in Delhi—with the exception of police, public order, and land—to the elected administration led by Chief Minister Arvind Kejriwal, the central government issued the Delhi ordinance.
